Founded in 1997, the HPCF is a private nonprofit that is not affiliated with the Honolulu Police Department or the City and County of Honolulu. Its mission is fostering the relationship between HPD and the community; strengthening the services, organization, and performance of the HPD for the benefit of all persons residing in the City and County of Honolulu; and advancing the education of youth and the community.

To qualify for a scholarship:

• Applicants must be entering or enrolled in a bachelor’s (four-year) program at an accredited U.S. university or college.

• Except for prior recipients who attend mainland schools, applicants must have resided in the City and County of Honolulu for the 12-month period immediately preceding the application.

• Applicants may be enrolled in any field of study, although some preference is given to law enforcement or criminal justice system majors.

• Only one applicant allowed per family.

• Scholarship Recipient must be under the age of 25 at the start of the academic year.

Applicants must submit:

• Fully completed HPCF Scholarship Application Form, available from the Honolulu Police Community Foundation office at (808) 942-3873.

• A personal letter presenting:
(1) Reason for requesting aid;
(2) Academic interests and vocational plans;
(3) Extracurricular interests and activities, including community involvement;
(4) Family’s and household’s financial situation;
(5) Applicant’s financial situation; and
(6) Applicant’s employment history.

• Proof of acceptance to a qualified college/university.

• Certified high school (first-year entrants only) or university/college transcripts.

• SAT/ACT scores.

• Copies of latest Federal Income Tax Returns (pages 1 and 2) filed by parents, guardians, applicant, and all household members.

• Letters of recommendation.
